Scope:
 

The Port of Newport is constructing the Marine Operations Center-Pacific for the National Oceanic and Atmospheric Administration (NOAA) in Newport. The new facility, which includes a wharf within Yaquina Bay, will unite the NOAA's Pacific fleet and its lab facilities. The facility provides six berths to accommodate the current NOAA home fleet of four ships, plus two guest ships. The onshore facility includes LEED certified buildings. Project completion is slated for July 2011.



PHS Team:

PHS obtained all State and Federal permits and approvals allowing the wharf to be constructed on schedule. PHS' team of scientists prepared the Biological and Essential Fish Habitat Assessment and the joint permit application, managed the agency review of the project, assessed the potential impacts of the project on the Yaquina estuary and designed the required mitigation plan. PHS' success in managing this very complex and high profile permitting project allowed the Port of Newport to construct the facility as required in its lease agreement with NOAA.
